How to Achieve Nepal NTA Type Approval: A Complete Guide

Nepal Type Approval process is a mechanism imposed by Nepal Telecommunications Authority (NTA) established to ensure the standards and quality guidelines of all radio telecommunication customer premises equipment (CPEs) imported and sold in Nepal.

It involves filling out an application form and providing documents like a functional description containing circuit diagrams, product brochures, operation/installation/user manual, equipment photos, test reports, and a declaration of conformity (DoC).

A local representative in Nepal can apply on behalf of the manufacturer, or a Nepali company can apply directly to the NTA. The type approval takes normally 6 weeks to complete. The first step approval certificate is provisional (6 months) and hence, which can be renewed post expiry.
If the applicant satisfies the relevant criterias, the next step that can be granted by NTA is the permanent periodic Type Approval Certificate. The periodic certificate is valid for 5 years.

The overall procedure of Nepal NTA Type Approval process can also be listed as follows:

  • Testing and certification performed at the manufacturer
  • Applicant (local manufacturer or legal representative) apply for Type Approval to Nepal Telecommunications Authority (NTA)
  • NTA Provide Type Approval certificate to Product.
  • You can then import and promote product in Nepal

Devices That Don’t Require Approval

NTA regulation has defined the exempt devices i.e. does not require Nepal Type Approval so be aware of those too. Short Range Devices(SRDs) / Low Powered Devices(LPDs)Operation range of below 15 meters is exempted from licensing from the Ministry of Communication and Information Technology (MoCIT) hence type approval is not required.

Any equipment that has not received type approval will not be permitted entry into the country, nor be allowed to be used here in Nepal, and that, the NTA or delegated individuals may check the certifications any time.

Note: Don’t mistake the Type Approval Certificate as an import license, as a separate import license may be required to import the product as prescribed in the rules of the Government of Nepal (GON).

The Authority shall also, if so required by the Authority, request for additional information or documents, and may further demand to see a sample of the equipment, by the applicant, at the applicant’s expense, if it appears appropriate.

Nepal NTA Type Approval (What Are the Requirements?)

The applicant is usually required to submit the following, for Nepal Type Approval application:

  • some textual description with the circuit diagram or block diagram.
  • operation/installation/user manual.
  • photos of the equipment itself, both inside and out.
  • SAR & Safety and EMC test report / certification from manufacturer / brand owner or authorized representative of manufacturer or Standard Testing / Certification Body & / or Type Approval Certificate from minimum one of international / national / territorial standard body against test on equipment such as radio.
  • DoC (Declaration of Conformity) of applicant in NTA prescribed format.
  • Documents of Local Representative like Copy of Company Registration Certificate & Copy of Permanent Account Number(PAN) Certificate.
  • Power of Attorney (Letter of Authorization) from the manufacturer/brand owner and other document(s) as provided by the Authority.

NTA Type Approved devices also need to be labelled. Identification of all NTA approved equipment shall be in the form of a clear, permanent and easily visible plate or other contiguous labeling information displaying the following:

  1. Manufacturer and/or Brand Name or an authorized importing company.
  2. Equipment Type or model.
  3. Additional labels denoting property to the Quality determined by Authority.

The Main Hurdles in Achieving Type Approval

Below is an overview of the updated challenges pertaining to Nepal NTA Type Approval:

  • New Frequency Regulations: The latest NTA Acts permit ultra-wideband (UWB) devices on 6-8.5 GHz as well as the 865 MHz band, with Wi-Fi 6E being restricted to only usage of bands in those ranges — applicants should check if their device replaces these recent frequency allocations
  • Technical Compliance: equipment must conform with strict technical parameters accordance to the Type Approval Working Procedure. Above, non compliance with these standards can cause rejections especially for newer frequency bands under review.

  • Detailed Documentation: You need to include the complete documentation such as translated Nepali specifications and test reports in English or Nepali. Poor or incorrect documentation can cause substantial approval delays.

  • Local Representation Requirement: Non-Nepalese company looking to submit their application are required to have local representation, which is an additional logistical requirement for foreign companies not already represented in Nepal.

  • Process Time & Cost: Such extended reviews result in month-long wait periods all the while with fee charged on each submission making the final approval not only time taking but also quite expensive.

Properly navigating these guidelines can help you avoid common pitfalls and increase the chances of NTA approval for your products. Refer to the NTA secure publications on frequency regulations and type approval requirements from both official announcements for more details.

Post-Approval Compliance: Keeping Your Device Within Standards

Once your equipment has received type approval in Nepal, here are 3 things you should do the remain in compliance:

a) Comply with terms and conditions: The Type Approval certificate is standardized, offering complete information on the compliance regulations that must be followed. It may lay down common provisions on labeling, testing and reporting.

b) Record Keeping: Keep record of all the testing, certification and other compliance activities carried out. These documents might need to be kept for future audits, inspections etc.

c) Update equipment: Any changes to the device after it receives type approval will need to be notified and likely re-tested/recertified by Nepal Telecommunications Authority (NTA).

Extend type approval — Note that the type approval certificate is provisional for a maximum of 6 months from being granted. Application for the permanent periodic type approval certificate along with renewal fee.should be submitted at least 15 days prior to expiry date of provisional certification.

Be in line with regulations. The equipment should be up-to the mark according to all legal apply standards and rules of Nepal. You may be required to pay fines or face legal repercussions if you fail to comply with these regulations.
