Things you should know about CERT type approval in Tunisia

The type approval is a certification process demonstrating that a product conforms to the relevant technical, safety and environmental standards defined by regulating authorities before it can be sold in a given market. This process is managed by Ministry of Communication Technologies (CERT).
Devices Subject to CERT Certification in Tunisia
Devices using RF spectrum (wireless transmit/receive) or that connect to telecommunications networks (wired or wireless) are commonly subjected to CERT certification in Tunisia. There are bunch of devices that include Mobile phones, tablets (cellular devices), WiFi routers, access points, modems (network equipment), Bluetooth devices, IoT modules, wireless sensors and also the Equipment employing encryption and intended for telecom use.
Exempted equipment from CERT
Tunisia does not currently implement full exemptions. Even receive-only, short-range or “low risk” devices often require certification.
Documents Required for CERT Certification

Typical documents required for CERT type approval in Tunisia are as follows:
- Application Form : Completed application form for type approval
- User manual : (with encryption details if applicable) Provides information on how the product operates and is installed.
- Test report : CERT requires evidence that the product meets international standards for RF performance, EMC, and safety.
- Declaration of Conformity (DoC) : A signed declaration by the manufacturer stating compliance with international or regional standards. Must reference the test standards used and include signature and date.
- Circuit Diagram : CERT uses the circuit (or schematic) diagrams to understand the internal design, verify the transmission path, and confirm that the RF components, antennas, and control circuits comply with technical standards.
- Internal/external photos : Internal photos allow CERT engineers to verify the physical layout and confirm that the internal design corresponds to the submitted technical documentation. They are also used to identify RF modules and antenna types. External photos are used to visually identify the device that will be marketed in Tunisia. CERT uses these to verify model markings, physical interfaces, and that the label matches the certificate.
- GSMA TAC Letter : (for cellular/IMEI-based devices).
- SOPs : The SOPs are internal or laboratory procedures describing how tests were performed, ensuring repeatability and traceability of results.
