TRCSL Type Approval Process in Sri Lanka Requirements and Standards Guide
All Radio and Telecommunication Terminal Equipment (RTTE) that are intended for Import, Marketing, Manufacturing or usage within Sri Lanka shall be subjected to TRCSL Type Approval process under the provisions of the Radio and Telecommunications Terminal equipment type approval rules 2020 in a manner prescribed by TRCSL.
The process provides performance and quality assurance of telecommunication equipment, assuring network health, i.e., only approved trusted devices will be used for telecommunication service in Sri Lanka.
Complete Requirements for Obtaining TRCSL Type Approval in Sri Lanka
A TRCSL RTTE Type Approval application consists of various items that need to be prepared, we’ll discuss what those are and their importance.
1. TRCSL Type Approval Application Form

These reports from certified laboratories confirm the device’s compliance with both safety, RF performance and EMC regulations (as long as it doesn’t cause harmful interference).
6. Circuit Diagrams
These represent the internal configuration and connections of within the device and allow TRCSL to inspect its design for compliance with local technical standards.
7. PCB Layouts
It is necessary to provide a detailed view of the printed circuit board design as used to check the integrity and reliability of hardware components used in the device.
8. TRCSL Type Approval Fees

Types of TRCSL Type Approval Applications
TRCSL has two Type Approval application categories, which you may apply for.
- Standard Type Approval
This category is for devices that have never been approved by TRCSL. All the documents required for application, lab test report and a sample of device are mandatory to be submitted under this category for evaluation.
- Simplified Type Approval
For devices which have already been approved at TRCSL. Simplified Type Approval: If an RTTE has already been granted a type approval, the documentation needed for subsequent approvals is simplified.
Important Note: All importers of RTTE in Sri Lanka are required obtain Type Approval from TRCSL under his / her own name irrespective of the category.
International Testing Standards for TRCSL Type Approval Applications
Global compliance is assured as TRCSL also mandates all RTTE testing be carried out according to standards from recognized bodies such as ETSI, IEC and ITU. A standard or simplified Type Approval application through TRCSL’s normal processing route typically takes 30-35 working days. Approved RTTE must display TRCSL-authorized labels, which can be purchased from TRCSL for an additional fee and must be affixed to the device packaging. Type Approval certificates remain valid for four years, provided the RTTE’s technical specifications remain unchanged from the approved version.

The following are the highlights of Type Approval regulation updates according to TRCSL:
- Simplified Application: Only available to those who submitted a new application as of December 16th.
- Fee Submissions: Import Fees have seen a dramatic increase, as well as revised Type Approval charges.
- Certificate Holder: the holder type is now required to be a local licensed telecommunications company. Certificates that were under the manufacturer’s name will be voided from now on and you will need to apply again under your local company.
- Validity of Test Reports: Test reports should either be submitted within 3 months of validity or contain a declaration by the manufacturer with the particulars and duration of validity.
- Processing Time: TRCSL has a 30-working-day lead time for processing applications, which can vary based on sample receipt and completeness of documents.
- Certificate Validity: The validity of certificate has been enhanced from 3 to 4 years and including exemption letter.
- Supporting Documents Requirement: TRCSL has introduced more specific document requirements for the purpose of approval.
- Necessary Labelling: All equipment ought to conform with marking capabilities. However labels became mandatory which can be purchased from TRCSL.
- Number of Samples: For Type Approval applications 1 sample is required however TRCSL has the right to ask for a maximum off two samples for all the devices. The samples can be stored for as long as two years.
