The Autorité de Régulation des Télécommunications et des Postes (ARTP) is the official regulator for telecoms, radio and postal services in Senegal. Every telecom and wireless device sold in the country must first be approved by ARTP. Senegal’s technical rules are based on European standards, so your CE / RED test reports give you a strong starting point. Since the rules were updated, getting it right the first time matters more than ever, and that’s exactly where our team helps.
What is ARTP Type Approval in Senegal, and Why Does Your Product Need It?
ARTP Type Approval, also called homologation, is the official certificate issued by Senegal’s telecom regulator. It shows that your telecom or radio device meets the country’s technical, radio and safety rules.
You need this certificate before you can import, sell or connect your device in Senegal. Products without approval can be held at customs, taken off the market, or lead to fines.
The rules are there for three simple reasons:
- Protect the networks: devices must work properly on local mobile and internet networks without causing harm.
- Avoid radio interference: wireless products must stay within the allowed frequencies and power levels.
- Keep users safe: devices must meet health and electrical safety standards.
Why Enter the Senegalese Market?
Senegal is one of the most stable and connected countries in West Africa. Dakar is a regional hub for business, tech start-ups and international companies. Mobile phone use is very high, and 4G networks now cover most of the country.
The main mobile operators are Sonatel (Orange Senegal), Free Senegal (Yas) and Expresso Senegal. Strong competition and growing digital services, like mobile money and e-government, are driving demand for:
- Smartphones and tablets
- Wi-Fi routers and 4G/5G hotspots
- IoT and smart devices
- Radio and wireless equipment
Senegal is also a member of ECOWAS and UEMOA, so it’s a smart entry point for the wider West African market.
Latest Regulatory Update: New Type Approval Rules in Senegal
ARTP replaced its old type approval rules (Decision No. 2004-002) with Decision No. 2021-011. The new rules apply from 1 January 2022 and brought four important changes:
- Samples now required: one product sample must be submitted with each application.
- Local testing: products can be tested locally as part of the approval.
- Labeling introduced: approved products must carry an ARTP label.
- Validity reduced: certificates are no longer valid for life. They now last 5 years.
What this means for you: many websites still show Senegal’s old rules, with no samples and lifetime certificates. Following outdated information can lead to rejected applications and wasted time. We work with the current rules, so your approval goes smoothly.
Documents Required for the Type Approval Process
Documents are as follows:
- Technical documents for the device (user manual, specifications or data sheet)
- Circuit diagrams, block diagram and schematics
- Internal and external photographs
- Declaration of Conformity (DoC)
- RF, EMC, Health and Safety test reports as per applicable standards (European ETSI / CE reports accepted)
- Authorization letter from the manufacturer
- Label artwork showing the ARTP marking
- GSMA TAC letter (for cellular devices)
- One product sample
Not sure your files are complete? Our team checks every document before submission and tells you exactly what’s missing.

Here’s how we get your product approved:
- Free consultation: Tell us about your product. We confirm the approval scope and the standards that apply.
- Document review: We check your test reports and technical files against ARTP’s current rules.
- Local representation: A local representative is required in Senegal. Our partner in Dakar acts on your behalf.
- Sample shipping: We tell you where and how to send your sample, and we handle customs clearance.
- Submission and testing: We submit your full application to ARTP and coordinate any local testing.
- Certificate issued: You receive your ARTP type approval certificate, and your product is ready to sell.
How Long Does It Take?
Senegal type approval usually takes around 6 to 12 weeks, depending on the product and whether local testing is needed.
The most common delays come from missing documents, late sample delivery, or test reports that don’t match the product. We plan every step in advance to keep your timeline as short as possible.
Certificate Validity and Renewal
Under the current rules, an ARTP certificate is valid for 5 years. You’ll need to renew it before it expires to keep selling your product.
A new approval is also needed if:
- You change the hardware or radio parts of your product
- You add new frequency bands or wireless features
- You launch a new model
We keep track of your certificate dates and remind you well before renewal is due.
Labeling Requirements
Approved products in Senegal must carry an ARTP label with the approval details. We provide the correct label format and check your artwork before production, so your products are ready for customs and retail.
